Project Title:	I-80 East Vista to USA Parkway Widening Project
Background:	The Department is procuring a Progressive Design-Build Team (PDB Team) for the I-80 East Vista to USA Parkway Widening Project. The intent of the Progressive Design-Build (PDB) delivery method is to guide a coordinated team with the Department (as the owner), the PDB Team, an Independent Cost Estimator (ICE), and the Department's program manager and construction engineering service providers to complete the Project preconstruction and construction phases. The 13-mile stretch of I-80 from Vista Boulevard to USA Parkway is a critical commuter link connecting Reno-Sparks to USA Parkway, which is a primary access point to the Tahoe-Reno Industrial Center (TRIC). TRIC encompasses over 160 square miles and provides over 30,000 developable acres, which are sold out and anticipated to create 35,000 to 50,000 jobs over the next 20 years. Safety is a primary concern of the 13-mile corridor due to limited shoulders and only having two lanes in each direction. Due to limited corridor capacity and alternative routes, crash events can create severe congestion limiting first responders' ability to respond and causing secondary crashes. This Project will provide safety and capacity improvements along I-80 from Vista Boulevard to USA Parkway interchanges, this 13-mile stretch of interstate is a critical commuter link connecting Reno-Sparks to USA Parkway. An additional lane in each direction along with widening of outside and inside shoulders throughout the 13-mile corridor, interchange enhancements will also be constructed throughout the corridor to provide safer ingress and egress from I-80. Median barrier rail, improved signing, and intelligent transportation system (ITS) elements, including wrong-way driver detection, will also be installed within the corridor to enhance safety and provide additional area for first responder access and ability to clear the crash scene.
Project Scope:	The PDB Team is responsible for and required to: Gain a thorough understanding of the Project; Prepare, update, and follow an overall Project schedule and approach; Provide professional services and collaboration as part of the Project Team to propose value-added ideas and concepts, create or confirm the Project's basis of design, and advance said design (ultimately being responsible for the final design of the Project as the designer-of-record); Work together through plan and specification development to streamline the design process and ensure the constructability of the Project; Estimate and discuss the construction costs and schedule impacts of the Project during regular coordination points and at the noted pricing milestones; Negotiate, in good faith, with the Department and the ICE to reconcile variances in the Project estimates; and Provide a final guaranteed maximum price (GMP) for final design and a construction once design for the Project (or any portion thereof) has been sufficiently finalized to determine a fair and reasonable price that is provable and agreeable to the Department. The PDB Team will coordinate and work with the Department, a Program Manager retained by the Department, an ICE, a Price Facilitator, and identified stakeholders. See RFP for full Scope of Services.
Project Schedule:	Preconstruction phase to begin January 2026 and reach a GMP by the Spring of 2027, with the final design and construction phase completed earlier than the Spring of 2031.

Question: QUESTION: Will NDOT please consider changing this section to read: 2.4.3 Subfactor 2: Description of how the Proposer will integrate risk management strategies and procedures for identifying, tracking, costing, and mitigating or eliminating project risk and maximizing opportunities (i.e., innovations or Project-specific unique ideas). This subsection is to include the Proposer’s preliminary list of risks, opportunities/innovations, and/or challenges, alongside potential mitigation strategies specific to the Project. THE LIST OF RISKS, OPPORTUNITIES/INNOVATION, AND/OR CHALLENGES ALONGSIDE POTENTIAL MITIGATION STRATEGIES SPECIFIC TO THE PROJECT WILL NOT GO TOWARD THE 25-PAGE COUNT, OR BE INCLUDED AS AN APPENDIX. This will allow teams to further expand on strategies to help with the Project.

Answer: The Proposal page limit will be increased by five (5) pages to now be a total of thirty (30) pages. See revisions to Section 2.4.3 and Section 3.2 in a forthcoming addendum (to be released on or before August 26, 2025).

Proposal Content/Evaluation Factors, Subfactor #2: • Up to four (4) other people that the Proposer considers key to the success of the Project’s preconstruction and construction phases (Proposer value-added staff) QUESTION: Are the “Up to four (4) other people that the proposer considers key to the success of the preconstruction and construction phases (Proposer value-added staff)” also required to have a biography like the bio required for the Key Personnel?

Answer: Yes. When proposed, the Department will also consider these individuals Key Personnel.

Assumed Quantities in the Sample Estimate

Question: Cost Model on page 20-21. 2.4.4. Proposal Attachments: The Proposer is to include a unit price and itemization of estimated costs that sum to that unit price for the following sample bid items and quantities. QUESTION: Due to the project’s size and complexity, will NDOT please consider increasing the assumed quantity to realistic value (i.e. 50,000 cubic yards of roadway ex AND 50,000 tons of plant mix bituminous surface)?

Answer: The intent of this item is to demonstrate how the Proposer shows transparency through its cost estimating process. Quantities and dollar values are not evaluated and will remain unchanged.

Clarification of form FDA

Question: In the Forms Attachment in Addendum 1, Form FDA, Line 1, states: 1. From the first line – (To be signed by all PDB Team’s Designers that will be signing and sealing final design plans). This would give the impression that anyone who will be stamping plans as engineers of record (EOR’s) would need to sign the form. QUESTION: Will NDOT please provide clarification on exactly who needs to sign the form? Proposed Language Change: Change Form FDA first line in Parenthesis to: (To be signed by a single designated signer from each of the PDB design Team firms. (i.e. 1 signed form for company A, 1 signed form from company B, 1 signed form from company C, etc.)

Answer: The lead design firm and all related professional service providers (notably all Engineers of Record) shall execute separate Form FDAs for inclusion with the Proposal.

Answer: Form IC only needs to be signed by the Proposer (or all members of a joint venture). Assuming the question is referring to Form BC (as there is not a Form BOC), this form only needs to be signed by the Proposer (or all members of a joint venture).

Answer: "Completed" is related to the services provided. For a design firm, completion of design services is acceptable. For a contractor, "completion" means completion of the related construction work or completion of a project to the point of substantial completion.

Answer: NDOT does not prefer the use of cover/divider pages to break up the sections. As noted in the RFP, distinct headings that clearly call out each section (to orient the reader) are required.

Question: During the 8/13 pre-bid meeting, it was proposed to increase the proposal page limit from 25 to 30 pages. Fisher prefers to keep the limit at 25 pages. When will NDOT confirm the final page limit for the proposal? We need this information as soon as possible, as the proposal deadline is approaching.

Question: We'd like to request the dtm files including all the inroads/micro-station roadway and earthwork electronic files. As a part of this request, any of the electronic model that can be converted to a Land XML to facilitate its use in Trimble Business Center would be deeply appreciated.

Answer: Design files including mapping, surface (DTM), and design DGNs have been uploaded to the reference document folder. Conversion of the files is the responsibility of the Proposer.

Answer: Only the Proposer needs to sign and submit this form. However, the form should document any relevant facts relating to past, present, or planned interest(s) of the undersigned’s team (including undersigned, all team members and their respective chief executives, directors, and all Key Personnel) that may result, or could be viewed as, an organizational conflict of interest in connection with this RFP.

Answer: The Department will not be releasing the scores from the proposals prior to interviews. Scoring will be released consistent with NDOT policy.
